Covid-19 cash assistance of $1.2B helped labour market

Cambodia’s largest social assistance programme – the Covid-19 cash transfer programme – has played a crucial role in boosting the economy, said the World Bank in its latest report.

Since its launch in June 2020, the program has disbursed $1.2 billion as of September 2023. The World Bank noted the positive impact of this programme and said, “increase in cash aid and their coverage expansion serves to further alleviate the negative impacts experienced by poor and vulnerable households.”

For Cambodia, the first cases of Covid hit in February 2020. Within four months, the country saw more than 30,000 confirmed cases and nearly 500 deaths.In two years of impact, the region saw 139,103 cases and about 3,056 deaths, as per Worldometer data.

During the period, the government took preventive measures like others globally. It included travel restrictions, restrictions on mass gatherings and strict lockdowns. While this was effective in containing the spread of the virus, it also resulted in lower economic activity and loss of jobs and livelihoods.

As a result of which, Cambodia’s Economic and Finance Policy Committee (EFPC) met in April 2020 for policy decisions on how to manage the economic impact of Covid. Among the proposals was the Cash Transfer Program (CTP). And it was on June 24, 2020, former Prime Minister Samdech Hun Sen launched the CTP to reach 560,000 poor and vulnerable households nationwide.

The World Bank in its 2024 report also acknowledges that it was the size of the programme – “being the largest in the country” – that helped in poverty alleviation and improving the livelihoods of the marginalised. The report also noted that the government doubled its conditional cash transfer program to about $380 for each pregnant woman bearing one child up to the age of two with ID Poor cards from August 2023. The report noted it as a positive that the coverage includes female workers who are members of the National Social Security Fund, female civil servants, interns and officials.

The World Bank also said financial support to laid-off workers has also helped in Cambodia’s labour market, which has been affected by subdued goods exports. Jobs in the (formal) manufacturing sector shrank from 1.05 million in July 2022 to 1.0 million in May 2023, before partly recovering to 1.02 million in August 2023. This represents a 5 percent decline in manufacturing sector jobs, which resulted in government aid to laid-off workers.

Cambodia’s Rice Export Falls 5.7 Pct in Q1

PHNOM PENH--Cambodia had exported 166,451 tonnes of milled rice in the first quarter of 2024, down 5.7 percent from 176,581 tonnes in the same period last year, said a Cambodia Rice Federation report on Friday.

It made a gross revenue of 123.6 million U.S. dollars from the export of the commodity during the January-March period this year, down 1.9 percent from the 126 million dollars a year earlier, the report said.

Some 46 exporters shipped Cambodia's milled rice to 56 countries and regions around the world, it added.

According to the report, the Southeast Asian country exported 43,039 tonnes of milled rice to China in the period, earning 28.1 million dollars.

The kingdom's exported rice and rice products include fragrant rice, white rice, parboiled rice, and organic rice, among others.

Commerce Minister Cham Nimul said that Cambodia has been exploring new markets for its rice, targeting countries that have free trade agreements with the kingdom.

Europe is the Fastest-warming Continent, at Nearly Twice the Average Global Rate, Report Says

NAPLES, Italy — Europe is the fastest-warming continent and its temperatures are rising at roughly twice the global average, two top climate monitoring organizations reported Monday, warning of the consequences for human health, glacier melt and economic activity.

The U.N.'s World Meteorological Organization and the European Union's climate agency, Copernicus, said in a joint report that the continent has the opportunity to develop targeted strategies to speed up the transition to renewable resources like wind, solar and hydroelectric power in response to the effects of climate change.

The continent generated 43% of its electricity from renewable resources last year, up from 36% the year before, the agencies say in their European State of the Climate report for last year. More energy in Europe was generated from renewables than from fossil fuels for the second year running.

The latest five-year averages show that temperatures in Europe are now running 2.3 degrees Celsius (4.1 Fahrenheit) above pre-industrial levels, compared to 1.3 degrees Celsius higher globally, the report says — just shy of the targets under the 2015 Paris climate accord to limit global warming to 1.5 degrees Celsius.

“Europe saw yet another year of increasing temperatures and intensifying climate extremes — including heat stress with record temperatures, wildfires, heat waves, glacier ice loss and lack of snowfall,” said Elisabeth Hamdouch, the deputy head of unit for Copernicus at the EU’s executive commission.

The report serves up a continental complement for WMO's flagship state of the global climate report, which has been published annually for three decades, and this year came with a “red alert” warning that the world isn't doing enough to fight the consequences of global warming.

Copernicus has reported that March marked the 10th straight month of record monthly temperatures. The average sea-surface temperature for the ocean across Europe hit its highest annual level in 2023, the Europe report said.

The European report focuses this year on the impact of high temperatures on human health, noting that deaths related to heat have risen across the continent. It said more than 150 lives were lost directly last year in connection with storms, floods and wildfires.

The cost of weather- and climate-related economic losses in 2023 were estimated at more than 13.4 billion euros (about $14.3 billion).

“Hundreds of thousands of people were affected by extreme climate events in 2023, which have been responsible for large losses at continental level, estimated to be at least in the tens of billions of euros,” said Copernicus director Carlo Buontempo. “Unfortunately, these figures are unlikely and likely to get smaller, at least in the near future.”

Extreme weather fanned heat waves, wildfires, droughts and flooding, the report said. High temperatures have contributed to a loss of glacier ice on the continent, including in the Alps — which have lost about 10% of their remaining glacier ice over the last two years.

Still, the report’s authors pointed to some exceptions, such as how temperatures were below average in Scandinavia and Iceland even if the mercury was higher than average across much of the continent as a whole.

Cambodia, China to Deepen Ties as Wang Yi Visits Phnom Penh

PHNOM PENH – Cambodia and China’s foreign ministers expressed satisfaction on April 21 with the strong development of bilateral relations in all sectors as China’s top diplomat is paying an official visit to Phnom Penh.

Chinese Foreign Minister Wang Yi arrived in Cambodia’s capital city on April 21 for a three-day visit during which he will hold talks with top leaders.

Foreign Minister Sok Chenda Sophea met his Chinese counterpart a few hours after he stepped foot in the country.

In a statement released on April 22, the Ministry of Foreign Affairs and International Cooperation said that the meeting included talks for further cooperation in infrastructure, energy, economy and trade. 

The two ministers also discussed enhancing the diamond cooperation framework – which was agreed upon in February 2023 to develop cooperation in six priority areas –, people-to-people exchanges, and the joint development of industrial and technological, and fish and rice corridors.

Sophea and Wang said they highly value the strong development of bilateral relations in all sectors under the comprehensive strategic partnership.

According to the Chinese state media agency Xinhua, Wang reportedly told Sophea that the two countries should “jointly combat illegal activities such as online gambling, telecommunications fraud, and human trafficking, and thoroughly eradicate related criminal gangs.”

Sophea, who is also deputy prime minister, said Cambodia firmly adheres to the one-China policy and is committed to advancing friendly cooperation with China while looking forward to more cooperation projects with China and welcoming more Chinese companies.

Wang later paid a courtesy call to King Norodom Sihamoni during which he said that China will always be Cambodia’s most trustworthy partner and strongest supporter.

During his stay in Cambodia, Wang will meet Senate President Hun Sen and hold talks with Prime Minister Hun Manet.

Deputy Prime Minister Sun Chanthol and Wang will co-chair an intergovernmental meeting to discuss areas of cooperation.

The visit by the Chinese top diplomat came as Cambodia faced allegations over Chinese military activities at Ream Naval Base and criticism over the 180-kilometer-long Funan Techo Canal project, which will connect the Mekong River to the sea. 

Vietnamese experts expressed they fear China will use the canal as a gateway to access the inland Vietnamese border.

Cambodia repeatedly denied the allegations, saying that the project is purely for economic and trade purposes. 

The canal will cost $1.7 billion which will be covered by the State-Company China Bridge and Road Corporation (CRBC) under a build-operate-transfer (BOT) scheme.

Riel Makes Debut in Tokyo Airport

PHNOM PENH – Foreign currency exchange company Travelex has begun trading riel at Tokyo Haneda Airport after the first launch succeeded at Changi Airport in Singapore. In partnership with the National Bank of Cambodia (NBC), the initiative aims to promote the riel’s use in international markets.

The exchange of the riel at Japan's International Airport makes it easier for Japanese tourists visiting Cambodia to change their yen for riel and especially to encourage more international tourists to visit Cambodia.

The inclusion of the riel on the Tokyo trading charts increases confidence in the use of the riel and enables the NBC to intervene in the exchange market to stabilize the riel. In addition, the greater use of the riel stabilizes the Cambodian economy and mobilizes more reserves.

Hong Vanak, director of international economics at the Royal Academy of Cambodia, said tourists will have the convenience of exchanging the currency before coming to Cambodia.

“Tourists won't have a long way to access the exchange at the banks or anywhere else. They can have riel banknotes as soon as they arrive,” he said. 

NBC and Travelex will expand the initiative in other countries.

Finance Chiefs of S. Korea, US, Japan Recognize Currency Concerns

Anchor: Following the recent sharp depreciation of the Korean won and Japanese yen against the dollar, the finance chiefs of South Korea, the United States and Japan have acknowledged "serious concerns" and agreed to consult closely on foreign exchange markets.

Report: Finance chiefs of South Korea, the U.S. and Japan formed a consensus on the recent depreciation of the won and the yen against the dollar, and the need to jointly address market volatility.

Finance minister Choi Sang-mok, U.S. Treasury Secretary Janet Yellen and Japan's finance minister Shunichi Suzuki issued a joint press statement to that effect on Wednesday following their first trilateral talks, which were held on the sidelines of the Group of 20(G20) finance leaders’ meetings in Washington, D.C.

This statement comes after the won buckled against the dollar past the 14-hundred mark on Tuesday, for the first time in 17 months. The Japanese currency on Tuesday also weakened to a 34-year low against the dollar to 154-point-seven yen.

In the joint statement, the finance chiefs said they will also continue to consult closely on foreign exchange market developments in line with their existing G20 commitments.

The three sides also said that they will continue to cooperate to promote sustainable economic growth, financial stability, as well as orderly and well-functioning financial markets.

In addition, the finance chiefs emphasized the importance of collaboration to overcome supply chain vulnerabilities and the possible harm to their economies from non-market economic practices of other countries, in an apparent reference to China. 

The three sides also affirmed their commitment to utilizing and coordinating their countries' respective sanctions in response to Russia’s war against Ukraine and North Korea’s weapons programs.

Meanwhile, in a separate briefing Bank of Korea(BOK) Governor Rhee Chang-yong reiterated to reporters that the central bank holds the necessary resources and methods of intervention to ease any volatility caused by the weakening Korean won against the U.S. dollar.

Rhee, however, assessed the latest surge in the exchange rate to be a temporary phenomenon.

Officials from the Ministry of Culture attend the 45th Standing Committee on Copyright and Related Rights in Switzerland

Sim Sata, Director of the Department of Copyright and Related Rights of the Ministry of Culture and Fine Arts, attended the 45th Standing Committee on Copyright and Related Rights, held in Geneva, Switzerland, from April 15–19, 2024.

The meeting was attended by member states of the World Intellectual Property Organisation on the rights of authors, observers, and international organisations related to copyright rights around the world.

The purpose of this meeting is to discuss the draft treaty on the Broadcasting Organization Treaty. There will also be discussions about exemptions and restrictions on eligibility.

The treaty is scheduled to conclude negotiations and discussions this year and be submitted to the WIPO General Assembly a Diploma Conference in 2025.

Record rise in Khmer New Year tourists

Cambodia witnessed an unprecedented rise in tourist visits to various resorts and destinations in the four days of the Khmer New Year (KNY) holidays from April 13 to 16, according to a report from the Ministry of Tourism.

The report said of the total tourists, 110,320 were foreign tourists.

Coastal provinces Kep, Kampot, Preah Sihanouk, and Koh Kong received some 2.2 million, while cultural provinces Kampong Thom, Oddar Meanchey, Preah Vihear and Siem Reap received 1.65 million tourists.

The northern provinces including Battambang, Banteay Meanchey, Palin and Pursat recorded 3.54 million visits while Kampong Cham province alone received the most visitors 5.34 million.

Kampong Speu and Prey Veng provinces recorded 2.1 million and 2.29 million, respectively, read the report.

The ministry said in the report that the four-day Khmer New Year holiday allowed people to visit more resorts in provinces, resulting in a sharp rise in tourist footfalls.

The ministry’s Secretary of State and spokesman Top Sopheak noted that the number of domestic and international tourists during the holidays went beyond the ministry’s prediction and even surpassed the pre-Covid-19 pandemic levels.

The ministry concluded that the unprecedented number of visitors during the KNY was due to the organisation of a variety of entertainment events – Sankranta celebrations – in each province and also because of the peace prevailing in the country that allowed more people to travel nationwide, he said.

“This domestic tourist movement during the long holiday has created huge economic benefits to the country,” Sopheak told Khmer Times.

Chhay Sivlin, President of the Cambodia Association of Travel Agents, said the increase in the number of domestic visitors helped the national economy as a whole.

“This holiday period played a big part in Cambodia’s tourism development,” she said.

“When people travel, they need services such as transportation, accommodation, food and other services, which help the tourism sector domestically,” she said.

Meanwhile, Prime Minister Hun Manet on Wednesday sent a message congratulating officials for the successful celebration of the Khmer New Year with joy, dignity, safety and national pride.

“The shade of peace has provided an opportunity for all Cambodians to live together with virtue and unity in the beloved land of Angkor and also in happiness, honour and dignity,” the Prime Minister

Tesla pushes for $56bn pay deal for Elon Musk

Tesla is again seeking to award boss Elon Musk the biggest pay deal in corporate American history, worth $56bn (£44.9bn).

The electrical vehicle (EV) company is asking shareholders to vote on its chief executive's record-breaking pay that was set in 2018.

However, the deal was rejected by a US judge in January who described it as "an unfathomable sum". 

It comes just days after Musk announced plans to cut more than 10% of its global workforce.

In a memo issued to staff Musk said there was nothing he hated more, "but it must be done".

Now, his remuneration is in the spotlight - although the proposed compensation includes no salary or bonus. 

Instead, the 2018 deal set rewards based on Tesla's market value rising to as much as $650bn over 10 years. Stock in the EV company is now valued at $500.36bn, according to data.

At the time of her ruling Delaware-based Judge Kathaleen McCormick said the pay deal was unfair to shareholders.

She found Tesla directors, who negotiated the deal, were "perhaps starry eyed" due to Mr Musk's "superstar appeal" and did not fully inform shareholders.

The decision outraged Mr Musk, who subsequently threatened to move Tesla's headquarters from Delaware to Texas. 

On Monday, Tesla filed paperwork asking shareholders to approve that move and sign off on the 2018 pay package again. 

Board chair Robyn Denholm wrote in a letter included in the regulatory filing: "Elon has not been paid for any of his work for Tesla for the past six years... That strikes us, and the many stockholders from whom we already have heard, as fundamentally unfair."

Ms Denholm also maintained the board did not agree with the court's ruling. "We do not think that what the Delaware Court said is how corporate law should or does work," she said. 

Musk's compensation for 2023 was $0, the filing showed, as the billionaire does not take a salary from the company and is compensated through stock options.

"If it is legally advisable, we suggest simply subjecting the original 2018 package to a new shareholder vote," Tesla said, adding that it still planned to appeal the ruling. 

The re-vote comes at a tricky time for the company which has seen the fewest deliveries of EVs since 2022. The weak demand comes ahead of its quarterly earnings which are revealed next week.

Musk is also trying to recover his reputation after a turbulent year. Tesla had to recall cars over safety concerns, Mr Musk was caught up in an antisemitic conspiracy row and had repeated problems with X, his social media platform.

But regardless, Bloomberg and Forbes estimated Musk's net worth to be between $198bn and $220bn in November 2023, making him the richest person in the world.

More than 80,000 people take free buses on Khmer New Year

Phnom Penh Capital Administration officials said that in the six days, from April 12 to 17, more than 80,000 workers and people took free buses in Phnom Penh to their hometowns in the provinces on the occasion of the Khmer New Year.

Met Measpheakdey, spokesman for the Phnom Penh Municipal Administration, said this morning, April 18, that the number of bus passengers is more than 80,000 during the New Year, an increase of more than 20,000 people, equivalent to 35% compared to the transport during the traditional New Year 2023.

There are two provinces with the highest number of people taking the bus, including Siem Reap and Battambang, of which Siem Reap has about 25,000 people and Battambang has more than 10,000 people.

The spokesman added that during the transport of passengers during the New Year, there are no significant problems; that is, the transport runs smoothly and safely.

At the same time, people from all walks of life also congratulated and thanked Prime Minister Hun Manet, as well as the Phnom Penh Capital Administration, for continuing to provide free buses to their hometowns in the provinces on the occasion of this Khmer New Year.

In order to alleviate the expenses of the people who have to travel to their hometowns to reunite with their families on the occasion of the Khmer New Year this year, the Phnom Penh Capital Administration has released 455 buses to transport people for free for 6 days from April 12 to 17.
