Cambodia, Japan to strengthen economic ties

Cambodia and Japan will strengthen economic ties in a bid to boost trade and investments. This was decided at a business matching event held at the headquarters of the Japan External Trade Organization (JETRO) in Tokyo recently.

Sun Chanthol, Deputy Prime Minister and First Vice-Chairman of the Council for the Development of Cambodia (CDC), accompanied by Tuy Ry, Ambassador of Cambodia to Japan led the Cambodian delegation at the event on Wednesday.

At the meeting, the Deputy Prime Minister expressed his gratitude to “friends who organized a valuable matching programme on the occasion of the investment door-knocking mission of the CDC.”

The Deputy Prime Minister also emphasized that the enterprises that were participating in the meeting had also participated in the Cambodia Investment Seminar 2023, presided over by Prime Minister Hun Manet on December 19, 2023, in Tokyo.

The Deputy Prime Minister expressed strong hope that the Cambodian private sector will seize this golden opportunity to attract Japanese enterprises to invest in Cambodia.

Participants at the meeting included investors in the logistics, manufacturing, aluminium, agriculture, agro-industry, pharmaceutical and information technology and communications sectors.

It may be recalled that Japan is now the fifth biggest trading partner of Cambodia with bilateral trade (exports and imports together) reaching $507 million in the first three months of this year, an increase of 11 percent year-on-year.

Cambodia’s exports to Japan reached $365 million in the first quarter (Q1), an increase of 18.4 percent compared to the same period last year. The rising exports also ensured that Japan is now the fourth biggest export destination of Cambodia, accounting for 5.8 percent of the Kingdom’s export market.

Cambodia bags $2.35 billion from agriculture exports

Cambodia exported $2.35 billion worth of agricultural products in the first four months of this year, said a report from the Ministry of Agriculture, Forestry and Fisheries.

Some 5.3 million tonnes of agricultural products have been exported during the period, a year-on-year increase of 74 percent, read the report.

The main products Cambodia exported included rice, bananas, mangoes, cassava, cashew nuts, corn, palm oil, pepper and tobacco.

Exports of milled rice and paddy rice earned $210 million and $364 million respectively and other agricultural product exports were valued at $1.78 billion, read the report.

“Exports of agricultural products in the first four months of 2024 increased by 2.2 million tonnes compared to the same period in 2023, in which agricultural products contributed to high export growth, including fresh cassava, rice, cassava flour, corn, longan, fresh mangoes and peppers,” the ministry said.

China, EU and ASEAN nations Vietnam and Thailand are the major importers of Cambodia’s agricultural items.

Agriculture Minister Tith Dina encouraged farmers to create modern farming communities to reap more profit.

“Modern agricultural cooperative is a method capable of guaranteeing the supply of raw materials, processed goods and secured markets,” Dina said at a field visit to an agricultural cooperative in Battambang province on Wednesday.

Earlier this week, three ministries – the Ministry of Agriculture Forestry and Fisheries, the Ministry of Water Resources and Meteorology and the Ministry of Rural Development announced plans to join hands to support Cambodian farmers and improve the livelihood of people living in rural areas.

A new joint working group will be formed that will work on water supply and deal with water shortages impacting farmers and the development of irrigation systems in the areas lacking water supply.

Agriculture is one of the four pillars supporting Cambodia’s economy.

The Cambodian government has announced the implementation of a new strategic policy for agricultural development, aiming to upgrade agriculture from household farming to commercial farming and enhance farmers’ income through value-added products.

Under the priority policy, the government deployed 250 agricultural officials and the number will be raised to over 1,300 by 2025 in communes nationwide to add human resources for the agricultural sector’s development.

Cambodian Prime Minister Hun Manet vowed to attract new investors and establish an effective private sector problem-solving working group.

He made this statement on Thursday (May 9) during an inauguration of Cambodia Confederation of Investors Association (CCIA) at Diamond Island Convention and Exhibition Centre.

The premier continued that in order to attract more new investment, the Royal Government must ensure that all existing investors in Cambodia grow in order to be able to attract more newcomers. To achieve this, it is necessary to increase the positive impacts and mitigate the negative impacts.

The Royal Government amplified the positive impacts through the implementation of incentive policies and budget allocations to support key sectors, initiatives that have been underway since previous mandates. In this mandate, the Royal Government have reformed various programs to streamline processes, reduce bureaucracy, and enhance the utilisation of technology.

To address negative impacts, the solution lies in promptly addressing private sector challenges through regular forums and working groups involving all relevant sectors. This approach ensures ongoing monitoring and troubleshooting. To enhance efficiency, Samdech formed a problem-solving working group dedicated to resolving issues for the people, private sector, and individual companies. EXO’s Suho to release new solo album

EXO’s Suho will release a new solo album this month. 

The new EP, titled “1 to 3” will drop on May 31, more than two years after his second solo album “Grey Suit” was released in April 2022. 

The EP has two lead tracks “1 to 3” and “Cheese” with Red Velvet’s Wendy to feature in “Cheese”. 

Suho will also embark on his first Asian tour as a solo artist beginning with two concerts in Seoul on May 25 and 26.

Ministry launches measures to combat ‘negative mindset’

The Ministry of Education, Youth and Sport has introduced measures to prevent negative mindsets from developing among students in public schools, after receiving complaints from parents regarding the difficulty they have to cover the cost of additional private tuition for both primary and secondary education.

The Ministry on Tuesday issued a statement, saying that private study activities have created a negative mindset among some students who feel burdened with more exams and lessons for the semester.

Other students, who cannot afford the cost of extra tuition, feel there is an inequality gap.

The Ministry previously issued guidelines aimed at improving student achievements and changing school culture by introducing model school standards across the country. Model schools aim to boost study time by at least two hours per day and with guidelines for evaluating student achievements to ensure consistent educational standards.

The Ministry has also institued a number of measures to implement these guidelines to prevent creating a negative mindset in public schools. Teachers must adhere to professional ethics and follow the guidelines to ensure an equitable study environment.

In addition, public educational institutions must prepare and implement standardised tests for all types of exams, as well as improve the quality of teaching.

The Ministry added, “Public educational institutions must not force students to take extra classes if lessons conflict with school curriculum and exams.”

All public schools must develop and implement part-time programmes to increase self-study time by at least two additional hours. Parents are asked to encourage their children to do self-study at home, it said.

Ministry spokeswoman Khuon Vichheka said that in the case of educational institutions and teachers which do not follow or act contrary to the Ministry’s instructions, then the Ministry will abide by the law and impose fines and penalties.

“Whenever irregularities are found, the Ministry will look at the severity of the problem and comply with the law,” she said.

A parent of a child attending Banteay Srei Primary School in Siem Reap said on an anonymous basis that he is not averse to students from secondary schools studying more, however he was against younger children being compelled to take additional classes.

For students from kindergarten to fifth grade, the Ministry should not allow extra-curricular teaching.

The parent thinks that kindergarten children spend too much time learning for their age.

He noted that the learning of young children should be divided evenly between teachers in school and parents at home.

“Parents send their children to school to learn, but some teachers are using them as a stepping stone to earn extra money,” he said.

Dr Quach Mengly, an education expert expressed disapproval of exploitive teaching methods because they are unethical. He feels the teaching profession may cause injustice for some children because of the gap between rich and poor families.

All educational institutions should adopt teaching methods in the classroom to improve the quality of education for students fairly, he said.

Indonesia, Cambodia aim to modernise, digitalize, and enhance the capacity of the civil service

The Indonesian Ambassador to Cambodia Santo Darmosumarto, and Cambodian Minister of Civil Service Hun Many, met on 8 May 2024, to discuss potential cooperation in strengthening both countries’ civil services.

Views were exchanged on the challenges and opportunities faced by each government in pushing for sustained bureaucratic reform and the modernization of public institutions and services. In Cambodia’s case, this included, among others, the centralized recruitment of civil servants as well as efforts to improve the welfare and capacity of civil servants.

“Indonesia is also vigorously modernizing and creating digital public service portals through the e-government program. Hopefully, our countries can collaborate given our many social, political, and cultural similarities,” expressed Ambassador Santo. He added that bureaucratic reforms also benefit the public as a whole, as it serves as a basis for changing the way people in general think about their daily activities.

Ambassador Santo highlighted Indonesia’s continued commitment to assist in the development of Cambodian civil service, among others, by providing scholarships such as the Indonesian Aid Scholarship (TIAS), which is strictly aimed at civil servants. “I sincerely hope that more Indonesian alumni will hold important positions in the Cambodian government”, he added.

The meeting also discussed on the importance of enhancing youth cooperation as part strengthening bilateral partnership in the years to come. In the spirit of commemorating 65 years of diplomatic relations, the Indonesian Embassy looks forward to supporting concrete cooperation programs among youth groups in Indonesia and Cambodia.
